Final Declaration
of KLYS Hässelby Conference
March 31 - April 2, 1998

Realising the commitment that writers and artists have to the promotion of democracy, peace, freedom of expression and a culture of mutual respect and tolerance;

Recalling the efforts that artists of all lands have made to reach these goals, often at great risks to their lives and well-being;

Recognising the rights of all people, regardless of the level of their social, political and economic development to pursue the ideals of democracy, truth, and cultural refinement, to develop their cultures, languages and literatures in freedom, and to profit from each others' experiences;

Reaffirming the duties of all writers, artists and intellectuals to continue their struggle, individually and collectively, for national and international respect for the dignity of all human beings;

Understanding that the world has undergone tremendous political, ideological and technological upheavals in the past, thus making conferences such as this one indispensable to synthesise all that is good for the destiny of mankind, as well as to protect indigenous cultures;

Feeling the necessity to redouble the efforts to foster and consolidate peace and unity in their own societies and among the nations of the world, especially the need to banish war and all forms of violence and violation of human rights, particularly of children, women, minorities and the economically under-privileged:

The participants of the KLYS World Conference on Culture, gathered in Hässelby Slott near Stockholm from March 31st to April 2nd, 1998, particularly strive toward the implementation of the following objectives:

  • national and international support for artists in conflicting areas who try to co-operate across borders,
  • full respect of the Declaration of Human Rights, in particular the right to take part in cultural life, freedom of expression, and the freedom to leave any country including his own,
  • the preservation of regional and national cultures, also in mass media, against the impact of a global mass culture,
  • facilitate travels of cultural persons,
  • national reports on the implementation of decisions taken by UNESCO conferences,
  • the adoption of a document like the "Agenda 21", dealing with culture, including an implementation and review-mechanism,
  • the definition of the professional status of the artist,
  • the representation of artists in the making and implementing of cultural policy,
  • in accordance with the Bern Convention, laws concerning intellectual property to be respected and enforced by all member states,
  • international droit de suite implementation ,
  • the revision of fiscal laws, especially in view of tax assessment periods according to the specific nature of artists' activities,
  • the support of new techniques such as Internet and print on demand in order to support the literatures of minor languages as well as literature of value that does not comply with the market.
